Everyone, including Rick Howe, seems to speak of repairing the Halifax sewage treatment plant. What no one seems to have mentioned is that the most likely "repair" will be "replacement," at least replacement of everything below the poop line.
In my experience, most anything above the most basic of technology that has become water saturated and is then repaired will continue to be troublesome in the future.
As for the arguing over to responsibility for what happened, delaying getting on with the repair, what comes to mind is the picture of a bleeding man lying on the exact boundary between two jurisdictions and the respective ambulance drivers standing over him arguing as to who is going to take him to the hospital.
